2. The petitioner has submitted an application in the category of Persons with Disability [Visual impairment – Low Vision] for appointment to the post of Junior Associate, Customer Support and Sales in the respondent – State Bank of India [“Bank”].
He has filed this writ petition with regard to the qualification and documentation of the scribe, whose assistance he will require to take the examination.

Having regard to the fact that the examination is scheduled to be held tomorrow, i.e. 26.09.2026, I had requested Mr. Akshit Kapur, learned counsel for the Bank, to enter appearance and take instructions.This is a digitally signed order. 4. The grievance of the petitioner concerns the ‘Candidate’s Login Panel’, in which one of the documents required is stated to be the “Scribe’s SSC/10th Pass Board Certificate” in pdf format.
Mr. Ankur Ahlawat, learned counsel for the petitioner, states that, in the present case, the petitioner proposes to use the assistance of his younger brother as a scribe, who has not yet passed Class X. He, therefore, submits that it will be impossible for him to upload the requisite document, in accordance with the login panel. Mr. Ahlawat also states that no such qualification is laid down in the rules or in the guidelines issued by the Bank, with regard to using the services of a scribe.

Mr. Kapur states, upon instructions, that the petitioner’s centre for the examination is Noida, Uttar Pradesh, and that the petitioner will be permitted to take the examination using the assistance of the scribe, even if he has not yet passed Class X. However, the formalities will be completed at the centre itself, for which purpose, the petitioner and his scribe should arrive at least one hour before the prescribed time for the examination.
The scribe must carry his photograph, Aadhaar Card, and any School certificate/Marksheet.

It is understood that both the petitioner and his scribe will be required to complete certain formalities in the exam centre tomorrow and, in the event, any documents or declaration given by them is found to be false, the Bank will be at liberty to take consequential action, as permissible in law.This is a digitally signed order.
